The Office of Inspector General is a sister agency to the Centers for Medicare & Medicaid Services within the Health & Human Services Department.  Based on their published work plans for 2013 and 2014, they are more than likely the agency that will be enforcing Section 111 Medicare & Medicaid Schip Extension Act of 2007 (MMSEA) penalties when the rules are finally issued.  Based on this podcast, such rules are being worked on this year around Civil Money Penalties which the MMSEA penalties are enforced under.   It is definitely an Agency to become familiar with as Medicare Secondary Payer responsibilities jurisdiction is not exclusive to CMS.  The podcast noted here is fascinating to watch and see how data is being mined to direct audit resources and conduct investigations.  No doubt, MMSEA data will be subject to the same scrutiny.
