John Williams has been at the forefront of the MSP compliance industry since its inception and is considered one of the industry’s earliest founders. In August of 2012, John was named the Chief Executive Officer of Franco Signor. Prior to joining Franco Signor, he served as the President & CEO of Gould & Lamb from 2001-2010.
During his career, John has engaged with every major insurer, self-insurer, and TPA in the industry. He and the team at Franco Signor have completed hundreds of thousands of settlements involving MSP matters and implemented thousands of MMSEA reporting programs for clients. John is a nationally recognized authority who has written numerous articles and is a frequent presenter at national conferences on the topic of MSP Compliance.
John joined the managed care industry in 1994 and has held executive leadership and sales roles with Corvel, Concentra, GENEX, and HNC Insurance Solutions. He is a Medicare Set-Aside Certified Consultant (MSCC) and a Certified Instructor on Workers’ Compensation matters. He has held Board positions for the International Commission on Healthcare Care Certification (ICHCC), the Medicare Advocacy Recovery Coalition (MARC), and the National Alliance of Medicare Set-Aside Professionals (NAMSAP).

Roy Franco

Prior to Franco Signor, Roy Franco was a risk manager for Safeway Inc. In his role as Director of Casualty Claims, Roy was responsible for Safeway’s self-administration liability claims operations, which involved 1700 facilities in 26 states. There, he was first exposed to the Medicare Secondary Payer Act and its adverse impact on closing claims. He originally formed a grassroots organization that developed into the Medicare Advocacy Recovery Coalition (MARC) to advocate responsible changes in the law.
Roy presently serves as the co-chair of MARC and speaks regularly about Medicare Secondary Payer at events across the country. He is a published author and stays current with the growing cases in MSP Compliance by writing commentary on the company’s blog.
Roy is a graduate of Chaminade University of Honolulu with a double major in Economics and Business Administration. He also holds a law degree from Santa Clara University and is licensed to practice in two states, California and Hawaii.
In 2008, Roy was nominated by Lexis Nexis as one of the most notable people in Workers’ Compensation for his work on Medicare Secondary Payer. In 2010 he co-wrote a book for Juris on Medicare Secondary Payer Compliance with his partner, Jeff Signor. He now works full-time to protect his clients from exposure due to the Medicare Secondary Payer Act.

Jeff Signor is a former partner for one of the northeast’s most respected civil litigation defense firms, Goldberg Segalla LLP, where he specialized in litigation and appellate practice.
The Medicare Secondary Payer issue first caught his attention in 2008 after an article written by Assistant U.S. Attorney Robert Trusiak was published in the Erie County Bar Association Bulletin. Jeff prepared a written response and became his firm’s specialist on the topic. He later joined the Medicare Advocacy Recovery Coalition (MARC) and began his advocacy to change the Medicare Secondary Payer Act to encourage, rather than discourage, settlements involving the Medicare beneficiary.
Jeff obtained his Bachelor of Arts from Ithaca College and his law degree from the State University of New York at Buffalo School of Law. He is licensed to practice law in New York and has regularly spoken to his peers on Medicare Secondary Payer issues across the state and at its state bar convention in New York City.
In 2009, co-wrote two articles on Medicare Secondary Payer that were published by the Defense Research Institute (DRI)’s national magazine, For the Defense. In 2010 he co-authored a book for Juris with his partner, Roy A. Franco, titled How to Mitigate Exposure in the Medicare Beneficiary Personal Injury Case. He now works full-time on his clients’ behalf to mitigate their exposure from the Medicare Secondary Payer Act.

Over the past 10 years, Heather has become nationally recognized as one of the foremost and cutting-edge legal experts in Medicare Secondary Payer Compliance. An avid blogger and national speaker, Heather is a regularly published author and national speaker on MSP compliance. Her articles have been featured in publications such Risk & Insurance, Workerscompensation.com, Defense Research Institute (DRI), and Claims and Litigation Management (CLM) Alliance Magazine.
Currently serving as Franco Signor’s Chief Legal Officer, Heather leads corporate Medicare and Medicaid Secondary Payer compliance initiatives for the organization and remains directly engaged with Franco Signor’s TPA and carrier-based clients. Heather is charged with the drafting and negotiating of corporate contracts, the definition and development of corporate policies and provides continuing counsel on all corporate legal matters. Heather also oversees and directs Franco Signor’s Legal and Human Resources Departments.
Prior to joining Franco Signor, Heather previously served as lead counsel for Optum (formerly Helios)’s MSP division as well as Corporate Counsel for Gould & Lamb (now known as ExamWorks Clinical Solutions). Heather has a Juris Doctorate degree from St. Thomas University School of Law and also an undergraduate degree in Political Science from The University of Central Florida.
Heather is a recipient of a 2018 Business Insurance Break Out Award. She was also awarded a Best Medicare Set-Aside/Settlements Blog for the years 2016, 2017, and 2018 by WorkersCompensation.com.
Heather is currently serving on two Boards: the 2018-2019 Executive Board for the Medicare Advocacy Recovery Coalition (MARC) as well as an Ambassador for the Women to Watch Foundation, a 501(c)(3) for humanitarian initiatives.

He has held positions of leadership at large companies such as Bealls Inc., Baxter Healthcare International, and Gerdau Ameristeel.
David serves as Franco Signor’s Chief Information Officer where he provides leadership for the continued development of an innovative, robust, and secure information technology environment for the organization and its clients. David and his team address a variety of strategic technology issues including governance and policy, information security systems and compliance, resource allocation, delivery of infrastructure and networking, application development, and client support services.
David earned both a Masters Certificate in Healthcare Administration and a Master of Business Administration in Computer Information Systems from the University of Miami as well as his undergraduate degree in Finance from Florida State University. He is a certified Project Management Professional (PMP) and certified in ITIL.

Virginia Johnson is Executive Vice President of National Sales for Franco Signor LLC, where she regularly consults on Medicare Secondary Payer matters. With over 10 years in Medicare Secondary Payer, Virginia has deep experience in helping create compliant MMSEA, Conditional Payment, and Medicare Set Aside programs for large insurers, TPAs, and self-insured employers.
Prior to Franco Signor, Virginia worked as a National Executive for PRIUM, which offered pharmacy intervention solutions for claims involving Medicare compliance, and was Vice President of National Accounts at Gould & Lamb, LLC.
She holds her undergraduate degree from Florida Gulf Coast University, and her Masters of Business Administration from Walden University. She is a Certified Medicare Secondary Payer Professional. Virginia is an active committee member of the Self Insurance Institute of America which advocates for Self-Insurance and alternative risk transfer rights in Workers Compensation. She is also a CLM fellow and a member of RIMS.

Prior to joining Franco Signor, David Howard was a naval photographer in the United States Navy, serving for 8 years including two tours of duty in the Persian Gulf during Desert Storm. In the Navy, David gained the structure, discipline, and confidence necessary for a remarkable career.
While stationed in San Diego, David fell in love with both the area and the sport of golf. After his service ended, David turned those passions into a 15-year career in a sales role with Nike, where he managed over 1000 retail locations responsible for over $100 million in revenue.
Looking for a career change, David sought the challenge that working with Franco Signor would provide. As a member of the national accounts team, David made an immediate impact on the organization, providing a wealth of knowledge as a sales professional.

His command of the complete claim flow from date of injury to claim closure and/or settlement while anticipating variables that can greatly mitigate claim liability has made him a valuable resource at the highest organizational levels in the Carrier, TPA and Self-Insured markets.
Kevin is a member of many national and local industry associations such as both RIMS and Chicago RIMS, Kids Chance, CLM and AASCIF. He earned his BA Degree majoring in both Political Science and History as well as a minor in Western Civilization from Providence College in 1988. Kathy’s tenure at Franco Signor has seen her expand her skills to encompass a number of Account Management duties, including client training, Medicare claims data management, and a variety of critical client support roles. By combining her unique background in claims with an ability to deliver Medicare compliance solutions, she brings an innovative perspective to her role.
Kathy continues to expand her list of professional certifications, having obtained her Chartered Property Casualty Underwriter (CPCU) certification in 2012. In addition, she is a Certified Medicare Secondary Payer Professional (CMSP), as well as a certified trainer for the CEU Institute.

Vice President of Regional Account Management
Michele Musso brings years of experience to her leadership position on Franco Signor’s Regional Account Management team. Throughout her career, Michele has demonstrated a talent for problem solving and efficiency. These skills, combined with her “results-oriented” approach to management, has led to personal growth and professional success.
Prior to her tenure at Franco Signor, Michele worked in claims management at Gallagher Bassett for four years. Her career at Franco Signor started as a Regional Account Manager, before being promoted to the head of that department, where she currently serves as Vice President of Regional Account Management. In this capacity, Michele oversees Account Representatives across the country. She has proven herself to be equally skilled in her dual responsibilities of managing a team and collaborating closely with Operations and to ensure the best outcomes for Franco Signor’s many clients.
Michele is passionate about her profession and the risk management industry. Her desire to empower those individuals on her team is equaled only by her drive to provide the highest level of Medicare compliance knowledge and education to the clients she serves.

Vice President of Business Analytics & Process
Janet Erdman has more than 17 years of experience in the Medicare Secondary Payer Compliance field and has overseen multiple operations divisions within Franco Signor handling MSP Compliance. She has played a crucial role in implementing staff training, development of policy and procedures, along with quality audits and client audit reviews. Prior to joining Franco Signor, she held similar senior positions at Gould & Lamb.
Janet is responsible for being a liaison between the Operations and Information Technology departments and assists with streamlining current business processes and implementing new business processes. She also transforms raw data into meaningful, useful, and action-oriented enterprise information for all departments within the organization.
Janet has earned the following certifications: Medicare Set-Aside Consultant Certified (MSCC) & Accredited Receivables Manager with Distinction (ARMD).


Steve Shamrock

Steve Shamrock, RN, CNLCP, MSCC, BSN, CCM
Vice President of Operations – Clinical
Prior to Franco Signor, Steve Shamrock was the Vice-President of Strategic Services for a national Medicare Set-Aside firm. He also operated his own MSA and nurse staffing company for several years.
Over more than 11 years, Steve has been involved in the completion of over 40,000 MSAs from 2006 to present.

Jesse Hamby has worked in sales and marketing for more than 20 years. From his early career in broadcasting to his leadership roles in the marketing department of a prominent medical billing and collection firm, Jesse has consistently demonstrated an ability to effectively communicate complex ideas and services to a wide audience.
Since joining the company in 2012, Jesse has worked to broaden the reach of the Franco Signor brand and assist in educating its core audience of industry professionals. In this capacity, he oversees the organization of national conferences, webinars and training sessions.

Michele Musso, CMSP
Vice President of Regional Account Management
Michele Musso brings years of experience to her leadership position on Franco Signor’s Regional Account Management team. Throughout her career, Michele has demonstrated a talent for problem solving and efficiency. These skills, combined with her “results-oriented” approach to management, has led to personal growth and professional success.
Prior to her tenure at Franco Signor, Michele worked in claims management at Gallagher Bassett for four years. Her career at Franco Signor started as a Regional Account Manager, before being promoted to the head of that department, where she currently serves as Vice President of Regional Account Management. In this capacity, Michele oversees Account Representatives across the country. She has proven herself to be equally skilled in her dual responsibilities of managing a team and collaborating closely with Operations and to ensure the best outcomes for Franco Signor’s many clients.
Michele is passionate about her profession and the risk management industry. Her desire to empower those individuals on her team is equaled only by her drive to provide the highest level of Medicare compliance knowledge and education to the clients she serves.
